Proclamation of Disaster Emergency


WHEREAS, a novel coronavirus (now known as "COVID-19") emerged in Wuhan, China, began infecting humans in December 2019, and has since spread to 89 countries, including the United States; and WHEREAS, the World Health Organization and the Centers for Disease Control and Prevention ("CDC") have declared COVID-19 a "public health emergency of international concern," and the U.S. Department of Health and Human Services ("HHS") Secretary has declared that the COVID-19 creates a public health emergency; and

WHEREAS, the Commonwealth of Pennsylvania has declared the existence of a disaster emergency throughout the Commonwealth.

NOW THEREFORE, under my powers identified in the Borough Code, 8 Pa.C.S. Section 10A06, I do hereby proclaim the existence of a disaster emergency throughout the Borough of Northumberland, Northumberland County, Pennsylvania.

FURTHER, I authorize the closing of all Borough buildings and playgrounds to the public until further notice.

FURTHER, In an effort to limit the spread of the COVID-19 Coronavirus, I am issuing an emergency order within the Northumberland Borough boundaries to limit all gatherings to ten (10) or less persons in order to protect the health, welfare, and safety of Northumberland residents. This order follows the social distancing guidelines that President Trump extended through April 30, 2020. The CDC and the PA Department of Health have recommended social distancing to reduce the transmission of the coronavirus. This order shall exempt life-sustaining business activities. The Northumberland Borough Police Department will enforce this order throughout the duration of this Disaster Emergency.

FURTHER, I authorize that Borough employees continue to perform their duties during the building closure in order to maintain all essential function and services at full capacity. The status of coronavirus locally will be monitored to determine when the Borough buildings can be safely re-opened to the public.

At this time, there are no presumed or confirmed cases of coronavirus in Northumberland. Residents are encouraged to email the Borough Office at or call (570) 473-3414 with any inquires or concerns.

FURTHER, Borough businesses should follow Governor Wolfs order to close all non-life-sustaining businesses in Pennsylvania.
